National Wildlife Federation's top legislative priority is enactment of legislation that places mandatory limits on global warming pollution from major sources, and transforms America to a new clean energy economy.  Comprehensive legislation should cap global warming pollution and generate the resources needed to invest in clean energy solutions and protect the public from rising energy prices.  The best means to accomplish these goals is by implementing a cap and investment system.
